Tooltips

As suggested by someone in the jam comments, I've added tooltips for rules, hopefully this will enables me to make more complex rules in the future.

Right now, they are not perfect when used on a phone since you need to press the button to see them. I'll need to find a workaround. Probably an additional '?' button.
